Brad is currently Vice President and Chief Investment Officer with Park State Bank & Trust. Brad has worked in financial markets and the securities industry for more than twenty years, always with an emphasis on investments, banking and portfolio management. He is instrumental in the development of the bank’s economic forecasts, investment portfolio and interest rate risk management strategies. His experience includes several years in discretionary portfolio management for an international bank and subsequent positions trading Mortgage-Backed Securities and other Taxable Fixed Income products for regional broker/dealers.

Government Planning

  • Ray Dubois, City Manager, City of Cripple Creek

Ray DuBois is the City Administrator for the City of Cripple Creek, Colorado. He joined the City in November 2014 after enjoying more than thirty-five (35) years working in the mining industry. In addition to executive roles, Ray has held positions in the Engineering, Environmental, Safety, Operations, Maintenance and Project Management disciplines. Ray is a Registered Professional Engineer, and holds a Bachelor of Science in Mining Engineering from West Virginia University, and an MBA from the University of Colorado, Executive Program.

  • Debra Downs, City Administrator, City of Victor

Debra Downs grew up in Victor and graduated Cripple Creek-Victor High School in 1979. Debra graduated with a Bachelor’s degree in Business Administration from Colorado College in 1983. After a 27-year career with the Colorado Department of Local Affairs, serving local governments in the South Central part of the state, Debra retired to return home to Victor. Deb has been the City’s Administrator since April of 2012, having completed several projects as a consultant for Victor the eight months prior to that time. Deb has a 21-year-old daughter, Lauryn, who is in her Junior year at Adams State University in Alamosa.

  • Sally Riley, Planning Director, City of Woodland Park

Sally has over thirty years of professional experience as a teacher and public servant. She has held the position of Planning Director for the City of Woodland Park since 2008 and served as City Planner from 1999 to 2007. Sally began her Municipal Government career with Woodland Park as the Parks and Recreation Director in 1985. She received both her Bachelor’s and Master’s Degrees in Physical Education from the University of Florida. She was born and raised in Massachusetts.

  • F.B. “Skip” Howes III, President, Scott Homes Ltd.; Manager, Stone Ridge Homes; Broker Manager RE/MAX Performance Inc.

Skip is the President of Scott Homes, Ltd., Designers and Builders; Manager of Stone Ridge Homes, LLC., a pre-Designed home building company; and Full Service Real Estate Broker/Manager, RE/MAX Performance Inc. He has a B. S. degree in Business Administration and a Bachelor of Architecture degree, both from the University of Colorado at Boulder. He is also a Certified Mediator-Arbitrator for CDRS (Construction Dispute Resolution Services, NM).

Skip has a long history with home builders associations. He is currently a Director with the Colorado Springs HBA, a former Director of National Association of Home Builders, and former Director of the Colorado Springs Housing & Building Association. He is a past President, Project Chair, and Director of the Teller County Home Builders Association. He is currently a Director of the Colorado Association of Home Builders and the National Association of Home Builders,

Skip holds a number of professional licenses that include Licensed Colorado Real Estate Broker, Licensed Colorado Architect, and he is a Licensed Contractor in El Paso and Teller Counties and the Cities of Woodland Park and Cripple Creek.

Skip has earned a number of professional builder designations including CAPS – Certified Aging in Place Specialist, CGB – Certified Graduate handicap, and CGP – Certified Green Professional, as well as professional real estate designations including E-Pro, Certified Real Estate Brokerage Manager, Accredited Buyer Representative, Certified Residential Specialist, and Graduate Realtors Institute.

While Skip’s contributions to the home building industry are numerous, of note are his awards for Outstanding Service, Lifetime Service, and the President’s Award from the Colorado Association of Home Builders and Realtor of the Year from the Pikes Peak Association of Realtors.
